Another area of our business is the construction of transport infrastructure facilities. These include a wide range of facilities, as the industry itself includes road, water, air traffic, as well as the surrounding infrastructure and the roadbed itself.

VIS Group successfully implements projects of road and transport construction on the territory of the Russian Federation. In many ways, it is promoted by our developed material and technical facilities and skilled personnel.

Concedent: The Government of Moskovskaya Oblast 

Concessionaire: Fourth Concession Company, LLC 

A concession agreement was signed on January 30, 2018. This is one of the first road transportation projects in Russia to be implemented as a private concession initiative, and the largest in the transportation sphere for the Moscow region. 

The agreement involves the creation of a large-scale infrastructural asset, which includes 6 bridges and overpasses and 4 junctions. The length of the four-lane highway will be over 16 kilometers. It will be removed from MKAD by 4-8 km., acting as a relief road and leaving local roads as alternate routes. The projected vehicular traffic capacity will amount to 24.6 - 33.8 thousand cars per day. The estimated toll will constitute 10 rubles per kilometer. Drivers will also have the opportunity to use parts of the road, for which purpose the construction of 5 toll locations is intended 

The construction of the “Vinogradovo-Boltino-Tarasovka” motor highway is slated to be completed in 4 years, financed by proprietary and borrowed private partner funds (Fourth Concession Company, LLC; a part of VIS Group). The total duration of the signed contract is 15 years. During this period, the concessionaire will carry out the technical and commercial exploitation of the motorway. After this period, the road will be donated to the Moscow region. 

The final cost of construction will be determined after the completion of design, but will not exceed 30 billion rubles. The share of private investments will equal 75% of this amount. The capital grant from the budget of Moskovkaya Oblast amounts to 7.7 billion rubles. The new facility will contribute significantly to the development of both the Moscow region transportation infrastructure, and the territories adjoining the new road.

Client: Government of the Novosibirsk oblast 

General contractor: "Siberian Concession Company", LLC

6 December 2017, the Group's subsidiary, "Siberian Concession Company", LLC concluded a concession agreement on the construction of the fourth bridge over the Ob river in Novosibirsk. SCC will act as the Concessionarie of the project, the Concessor is the Government of the Novosibirsk oblast, Ministry of transport and road infrastructure. 

The bridge, called Central, will connect the southern area with Truda square and will be laid in parallel with existing railway crossing. It will provide access to "Baikal", "Chuysky tract" and "Siberia" federal highways. The construction of the new bridge will allow for the reconstruction of existing ones.

It will be a modern six-lane highway with a multilevel interchanges, which would eliminate traffic lights and ensure the continuity of transport flows. In addition to the bridge large-scale construction will be deployed on both sides of the Ob river. The project envisages the creation of several flyovers through the city's tram lines and railway lines of the TRANS-Siberian railway, elevated pedestrian crossings. 

The total length of all facilities will exceed 5 kilometers.

Client: Government of the Khabarovsk Krai

In December 2016, Government of the Khabarovsk Krai and Regional Concession Company (part of VIS Group) signed a concessionary agreement on the construction and operation of the toll highway named “Khabarovsk Bypass”. This is the first project of public-private partnership in the transport sector of the Far East and the largest one in the Khabarovsk Krai. 

The road is of strategic importance, linking together three federal highways: "Ussuri" A-370, "Amur" P-297, and "East" A-375. Future development of the project will provide access to the highway network of China. The toll road is also intended to relieve the city center from transit traffic.

The total length of the road will be 26.8 kilometers. The roadway width of 15 meters, 4 lanes and the maximum permissible speed of 120 km / h will allow road capacity up to 25 thousand cars per day. The road will pass through five road junctions, 24 bridges and overpasses. Five points of charge will be set at various sites.

The concession agreement is signed for 15 years, including 4 years of the construction. The total cost of the project is more than RUB 40 billion. 25% of this amount are funds invested by the private investor. It is expected that 26 RUB billion will be financed at the expense of subsidies, including those allocated to the Federal Road Agency of the Russian Federation from the funds collected by the "Platon" system. It will be the first toll road in the Far East. Implementation of the project will open up new possibilities for the formation of the transport infrastructure required for the intensive development of the Far East region.

Client: Government of the Yamal-Nenets Autonomous District

On December 2015, an Agreement on public-private partnership for construction and operation of new non-public railway line Bovanenkovo – Sabetta had been signed. The Government of the Yamal-Nenets Autonomous District (Public Partner) and “VIS TransStroy” LLC (Private Partner) were the parties of the Agreement.

Under the terms of the Agreement, at the own expenses and borrowed funds “VIS TransStroy” LLC is to carry out the development of working design documentation and construction of the railway line. Upon the completion, Private Partner is to carry out the technical and commercial operation of established transport infrastructure. At the end of 2036, the railway line is to be put in the possession of the Yamal-Nenets Autonomous District.

Bovanenkovo - Sabetta non-public railway line will be the final point linking The Northern Latitudinal Railway called “Arctic’s energy” (Obskaya-2 – Salekhard – Nadym – Pangody – Novy Urengoy – Korotchaevo) and the Northern Sea Route. Its length will be up to 170 km. The capacity of new railway line in the fifth year of operation will be 7 million tons; in the 10th year of operation - 14 million tons. There is also long-term development, in which capacity can be increased up to 35 million tons of goods per year.

The railway line will be built in a single-track performance, but there is also roadbed dumping for a promising second path provided. Track width is standard – 1520 mm; the movement will be carried out on diesel traction. Estimated maximum speed of freight and passenger trains will be 50 km/h.

The project includes not only the construction of the railway line, but also an extensive related infrastructure - reception and dispatch sorting parks, junction station, locomotive depot, shift systems, passenger platforms and a railway station in the station of Sabetta. Large complex of environmental protection measures and special safety requirements of transport infrastructure are also provided.

The project should contribute to the development of mineral resource base of the Yamal-Nenets Autonomous District, Polar Urals, Western Siberia and the Arctic, as well as the development of the Yamal transport infrastructure.

In 2017, Bovanenkovo - Sabetta railway construction project was granted ROSINFRA national award in "The best PPP project in the transoprt sector" nomination.

Multifunction River Station Complex is located on the right bank of the Polui River, 8 km from the confluence with the Ob River, within Salekhard city line. The waterfront of 22 to 34 m in width houses a berth of vertical and sloping sections with the total length of 260 m along the cordon line. Sheet pile wall ensures increased strength of the complex.

The design of the embankment provided five-level landing areas interconnected with stair approaches. Each stair approach was equipped with a wheelchair ramp and handrails for people with limited mobility.

Landing areas and approaches were designed for simultaneous berthing of 3 vessels and pickup/drop off of passengers at every water level in a predetermined range of its fluctuations. Mooring for hovercrafts is projected on the side of bottom wing wall of the berth. The quay apron of the Complex houses the station building, access road, parking area for motor vehicles and other engineering and landscaping facilities.

The erection of the station began in the mid-90s, but due to the lack of financing the construction suspended for several times. 

In 2011, VIS Group specialists came to the construction site, the project was revised and the facility became the largest passenger hub that combines the functions of the train and bus stations.

The total area of a 3-storey building is 23,889.8 sq. m; the land area is 24,583 sq. m, and the capacity – 300 people per day. The first floor has a united passenger hall of 750 sq. m. In its decoration are used natural materials, including mined in the Polar Urals stone. The project provided a convenient ergonomic arrangement of the station attribute – cloakrooms, luggage spaces and ticket offices next to the areas of trade and catering.

The second floor of the station has comfortable waiting rooms, including recreational areas for passengers with children. The third floor has administrative and technological areas.

Station square provides parking spaces for passengers, taxis, as well as for voyage and shift buses. Platform territory is paved with granite tiles.

Due to the use of contemporary engineering solutions, there are implemented additional security measures on the station: security cameras, fire alarm, fast respond service systems are installed.

“Intelligent heart” of the complex allows automatically monitoring and coordinating the traffic management, preventing and optimally managing abnormal and emergency situations. Service of systems of heat and energy supply is also arranged in an automatic mode that allows reducing the cost and improving energy efficiency.
